“When air monitors have been outlawed, only outlaws will have air monitors!”

The slogan, which has become the unofficial rallying cry of an ad hoc coalition of labor unions, environmental groups, elected officials and community activists, was environmental activist Bob Gulack’s reaction when he heard a report about the New York City Police Department’s plan to require a permit for any independent environmental sampling used in the city.

A long list of organizations and individual activists all oppose the proposed law, known as Intro 650, which was unveiled by NYPD brass at the City Council’s Public Safety Committee Jan. 8 meeting.

The proposed legislation would make it a misdemeanor for anyone in New York City to own, or use, any device that measures chemical, biological or radiological contamination. Banned devices could include smoke and carbon-monoxide detectors, Geiger counters, and any device that collects and analyzes air or water samples, for contamination without first obtaining a permit from NYPD.

It was the independently collected air samples in Lower Manhattan after 9/11 that debunked the claim by the U.S. Environmental Protection Agency that the air was safe to breathe.

New York: Heavily Armed Police to Patrol Subways

In the first counterterrorism strategy of its kind in the nation, roving teams of New York City police officers armed with automatic rifles and accompanied by bomb-sniffing dogs will patrol the city’s subway system daily, beginning next month, officials said on Friday.

Under a tactical plan called Operation Torch, the officers will board trains and patrol platforms, focusing on sites like Pennsylvania Station, Herald Square, Columbus Circle, Rockefeller Center and Times Square in Manhattan, and Atlantic Avenue in Brooklyn.

Officials said the operation would begin in March.

More than one million Iraqis dead since 2003 invasion: study

LONDON (AFP) — More than one million Iraqis have died because of the war in Iraq since the US-led invasion of the country in 2003, according to a study published Wednesday.

A fifth of Iraqi households lost at least one family member between March 2003 and August 2007 due to the conflict, said data compiled by London-based Opinion Research Business (ORB) and its research partner in Iraq, the Independent Institute for Administration and Civil Society Studies (IIACSS).

The study based its findings on survey work involving the face-to-face questioning of 2,414 Iraqi adults aged 18 or above, and the last complete census in Iraq in 1997, which indicated a total of 4.05 million households.

Respondents were asked how many members of their household, if any, had died as a result of the violence in the country since 2003, and not because of natural causes.

"We now estimate that the death toll between March 2003 and August 2007 is likely to have been in the order of 1,033,000," ORB said in a statement.

The margin of error for the survey was 1.7 percent, making the estimated range between 946,000 and 1.12 million fatalitie

The long-awaited Iranian Oil Bourse, a place for trading oil, petrochemicals and gas in various non-dollar currencies, will soon open.

Iran's Finance Minister Davoud Danesh-Jafari told reporters the bourse will be inaugurated during the anniversary of the Islamic Revolution (February 1-11) at the latest.

"All preparations have been made to launch the bourse; it will open during the Ten-Day Dawn (the ceremonies marking the victory of the 1979 Islamic Revolution in Iran)," he said.

The Minister had earlier stated that the Oil Bourse is located on the Persian Gulf island of Kish.
